The Last War meta really comes down to the 15 UR heroes with exclusive weapons (EW) — three per season, one per class, unlocked in weeks 1, 3 and 6. The names on the tier list and that roster are effectively the same list.
These used to be 15 separate codex pages. Splitting them up hid the thing that actually matters: how five heroes of the same class compete for slots, and in what order to invest. Everyone knows Kimberly is good; nobody had answered “with what I’ve got right now, who do I push after her?” So they’re regrouped as one guide per class.

Why the tiers are split into three stages
The tiers are snapshots by investment stage: base (5★) → EW Lv20 → awakened. The same hero can feel like a completely different unit depending on how far you’ve pushed them.
Schuyler is the clearest case. Without the weapon he’s a B+; at EW Lv20 he jumps to S. A weaponless Schuyler and a finished Schuyler are effectively different heroes. Kimberly runs the other way — she’s an A from the start so she pays off early, but only reaches SS through awakening.
So when you read a tier list, the question isn’t “what tier is this hero.” It’s “how far can I realistically invest?” Decide that first.

Full disclosure on where these ratings come from: I’ve run tank mono the whole way, so the five tanks are rated from my own hands (Kimberly is awakened as of Season 6 week 1). Air and missile come from a long time spent fighting them and watching alliance mates’ squads, plus research — and each guide says which is which. Numbers move with patches, so keep that in mind.
